Tax Collection:
The Town Clerk's Office collects Town and County taxes each year in the months of January, February and March during normal office hours. To pay late taxes contact Broome County Real Property Taxes at (607) 778-2238
Accepted Forms of Payment: Cash, Check, Money Order (Made Payable to "Windsor Town Clerk") or by Credit Card (payees will be assessed an additional 3% Fee to pay with card) Be sure to select "Town of Windsor" or enter location code "38866"
Dog Licenses:
- Unspayed / Unneutered $25.00 Annual Fee
- Spayed / Neutered $15.00 Annual Fee
- Purebred Licenses 8-10 Dogs $100.00
- Purebred Licenses 11-15 Dogs $150.00
- Purebred Licenses 16-20 Dogs $200.00
- Purebred Licenses 21-25 Dogs $250.00

Marriage Licenses:
BOTH individuals must be 18 years of age or older and present to apply for a marriage license. Licenses are valid for ceremonies held in New York State, couples must wait 24 hours after license is issued to have ceremony, license is valid for 60 days after issuance (unless active U.S. Military).
Required Documentation:
- Each individual must provide a birth document and photo I.D. - Suggested forms: original birth certificate or certified copy and unexpired drivers license, non-driver I.D. or passport (for extensive list of acceptable proofs read :"Getting Married in NYS" )
- Each individual must provide their social security number
- Previous Marriages(if any) - Each individual must provide documentation of how all previous marriages ended (if applicable) and whether former spouse(s) are living or deceased - Required Documents: death certificate of former spouse(s), certified copy of most recent divorce decree, if multiple divorces - must provide date, location and against whom the divorce was granted for each divorce
- Read: "Getting Married in NYS" for more information about required documentation and information regarding ceremonies, officiants and name changes.
- License cost is $40.00 due at the time of application, this fee includes the issuance of a Certificate of Marriage Registration which is automatically sent once the completed license is returned to the clerk.
Accessible Parking Permit:
- There is No Fee for Accessible Parking Permits.
- Requestor and their doctor must complete this form (MV-664.1)
- Temporary tags require beginning and end dates valid for 6 months.
- Permanent tags are valid for 3 years from issue. Bring completed MV-664.1 form along with driver’s license or non-driver ID of tag holder to Town Clerk’s office. To renew a Permanent tag bring old tag(s) to the Town Clerk's Office.
Certified Copies:
- Birth, Marriage and Death certificates are NOT subject to the provisions of the Freedom of Information Law (FOIL) and are NOT open to public inspection. Certified copies can be furnished to eligible applicants with proper identification or proof of proper purpose when requesting such information.
- All requests for information on birth, death, and marriage records are subject to New York State Department of Health regulations.
- There is a $10.00 Fee for searching any record. If the record is available, 1 certified copy will be provided. Additional copies are $10.00 each.
- Birth Certificate Request Form - Eligible for copy: Named person on certificate (if over 18 yrs) or Parent listed on document
- Death Certificate Request Form - Eligible for copy: spouse, parent, child, sibling, domestic partner, lawful representative with proper proof
- Marriage Certificate Request Form - Eligible for copy: parties of marriage or lawful representative with proper proof

Genealogy Searches & Copies:
Genealogy copies are available to researchers after parties on record are deceased and required time on file has passed, these records will not be given a raised seal they will be marked as "For Genealogy Purposes" as per Public Health Law. Birth records must be on file for 75 years and person named must be deceased. Marriage and Death records must be on file for 50 years and parties on record must be deceased.
- Fees are set by Public Health Law 4174 (3): For standard search: This includes a three (3) year search. The fee is $22.00 per copy. The fee is for each name or type of record requested. For long search: When more than a three-year search is requested, the fee for each record in need of a longer search is higher according to the following schedule: 1 - 3 years $22.00 4 - 10 years $42.00 11 - 20 years $62.00 21 - 30 years $82.00 31 - 40 years $102.00 41 - 50 years $122.00 51 - 60 years $142.00 61 - 70 years $162.00 The fee applies separately to each record requested. For example, the fee for a request consisting of one birth record (1-year search), plus one death record (24-year search), plus one marriage record (11-year search) is a total of $166.00 ($22 + $82 + $62 = $166)
- If no record is on file, a No Record Report will be issued and the fee is not refunded.
